Launch of the JONUM regulatory framework trial

To mark the launch of this experiment, the French National Gambling Authority (ANJ) organised a meeting today with Web3 companies that could potentially be affected, in order to present the trial framework and initiate a dialogue with these stakeholders.
Articles 40 and 41 of Law No. 2024-449 of 21 May 2024 on securing and regulating the digital space (SREN) introduce a three-year trial of a regulatory framework for games involving monetisable digital items (JONUM), which will be overseen by the ANJ. These JONUM offerings, which are highly diverse and rapidly evolving, are predominantly based on blockchain technology.
Decree No. 2026-60 of 4 February 2026 relating to this trial came into force on 7 February 2026, enabling the effective implementation of the JONUM regulatory framework.
Under the law, a JONUM is defined as a game that meets the following cumulative criteria: a financial sacrifice, a mechanism involving chance, an online public communication service, and the acquisition of monetisable digital objects (ONUM), which may take the form of NFTs or game currency tokens. The law also allows JONUM companies to distribute rewards other than ONUMs, known as ancillary rewards, whose nature and ceiling rules are set out in the 4 February 2026 decree.
The legislator has provided JONUM companies with a lighter regulatory framework (particularly compared to that applied to gambling operators), striking a balance between openness, innovation and protection.

Any JONUM company wishing to offer its services in France must first register with the ANJ. It can do so by completing the form available at the following link.
The ANJ will issue a receipt once the declaration is formally complete. This document does not constitute a guarantee of compliance.
